How do I create a new symbol in Animate?

Symbols in Animate enable you to create animations inside of animations. To increase the length of timer the seahorse can animate - right click and select insert frames. Now right click on the seahorse and select Create motion tween.

Select the seahorse and drag forward onto the timeline and rotate … then onwards again and rotate again. Once this has been performed three or four times then it will rock backwards and forwards.
